Introduction Prepared By: Dajun Song and Company: Progress Energy Meeting Dates: December 13 – 16, 2004 Meeting Location: Meeting Notes General Announcements 1. Next Section XI meeting is in 2. NRC Report · Next Draft Reg. Guide (Revision 14) was published for public comment on August 3, 2004. This will cover up to Supplement 6 of 2001 Code Cases. The public comment period closed on September 2, 2004. The staff has developed responses to the comments, and the draft final guide package is currently under review. Publication is anticipated in the Spring of 2005. · The final amendment to 10 CFR 50.55a incorporating by reference the 2001 Edition up to and including the 2003 Addenda of the ASME Code, was published on October 1, 2004. The rule became effective November 1, 2004. 3. The process of annulling code cases. Code cases that have been incorporated into a code edition and addenda that the NRC has endorsed through 10CFR50.55a, AND are in the Regulatory Guide are annulled. The rest will be reaffirmed. 4. ISI/NRC
Symposium scheduled for 2005 has been cancelled due to lack of resources from
NRC. However, at the ASME Pressure
Vessel Conference in 5. Snubber Testing. There was a Code action to remove snubber testing from ASME XI. This action failed at WGISC. However, SCXI was directed, by BNCS, to remove all requirements for the examination and testing of snubbers from ASME XI. Repair/Replacement activities for snubers are to remain the responsibility of SCXI and remain in ASME XI. Code Committee Items 1. Task Group on Alternative NDE Methods for
Repair/Replacement/Modification (RRM) Activities. One issue is to resolve using ASME XI
acceptance criteria vs. Section III. A
technical paper will be developed to address this issue. 2. Task Group on Boric Acid. Proposed Code Case N-722 passed SCXI. This Code Case provides examination requirements for Alloy 600/182/82 components. Received four MC negatives. The TG and MRP came up with a more “reasonable” examination frequency. A white paper is being revised to support the new examination frequency. 3. A presentation on the proposed Code Case for repairing small-bore nozzles using a mechanical nozzle seal assembly (MENSA) was presented and discussed. The item passed WGISC. It will be letter balloted to SGWCS. 4. Proposed revision to Code Case N-586, Alternative
Additional Examination Requirements for Class 1, 2, and 3 Piping, Components,
and Supports. This revision
incorporates NRCs concern/comments. The revision requires the root cause
evaluation to consider other piping systems than the one containing the
original flaws or relevant conditions.
The Code Case revision is at BNCS.
The Code revision is on hold until the Code Case revision is approved
by the BNCS. 5. Proposed Code Case (N-711) using risk insights to
determine the minimum required examination coverage for Class 1 and 2 piping
welds. Passed SGWCS. This item will not proceed to SCXI. NRC will be given time to review and
provide comments. 6. Proposed Code change to perform visual examination of
Regenerative and Residual Heat Exchanger in lieu of volumetric and surface
examination. Very good code change for
those of you who can not exempt these heat exchangers due to size and Code
class. Passed WGISC. Passed SGWCS. Goes to SCXI. 7. Proposed Code Case N-526 and Code change to eliminate
the requirement to perform successive examinations on flaws that are not
service induced. Passed WGISC. Goes to SGWCS. 8. Proposed Code change to address Stepped Bolting. Current code does not address this bolting
configuration. Do we have any at PGN
plants? Passed 9. Proposed Code Case (N-666), Weld Overlay Repair of
Defects in Socket Welds. This Code
Case allows weld reinforcement of defective socket welds. Received a negative vote from NRC at
SCXI. NRC would like the Code Case to
put the indication in compression with the weld overlay. The Code committee is working with the NRC
to resolve the issue. 10. Revision to Supplement 11 – Qualification Requirements for Full
Structural Overlaid Wrought Austenitic Piping Welds. Revise Supplement 11 to realign it with the
Performance Demonstration Initiative Program and the current Relief Requests
submitted by utilities. The revision
better defines thickness tolerances, use of alternative flaws, application of grading units, flaw distribution, depth
sizing, and procedure qualification requirements. Approved by BNCS. 11. Revision to IWA-2316 and IWA-2317, Alternative Qualifications
for VT-2 and VT-3 Examination Personnel.
Code paragraphs revised to address NRC limitations. IWA-2316 was revised to limit its use to
personnel performing system leakage or hydrostatic tests. IWA-2317 was revised to require written
tests for initial qualification and every 3 years thereafter. Approved by BNCS. 12. Revise Code Case N-416-3 to remove Section III NDE
Requirements. This activity revises
Code Case N-416-3 to remove specific 1992 Edition Section III NDE
requirements (make it look like current Section XI requirements) that are in
addition to the original Construction Code NDE already required by Section
XI. Passed BNCS. It should be published in the next
Supplement. 13. Proposed Code Case N-731, Alternative Class 1 System
Leakage Test Pressure Requirements.
This new proposed Code Case allows Class 1 system leakage test
pressure to be lowered for portions of Class 1 safety injection systems where
the portions are continuously pressurized during an operating cycle. Out for letter ballot at Standards
Committee. 14. Appendix I - Ultrasonic Examinations. Two major changes are proposed. First, the current Appendix does not define
the coverage requirements for dissimilar and overlaid piping welds and the
nozzle inside corner region. Second, many
utilities are submitting for relief to use Appendix VIII qualified procedures
for examination of the RPV flange welds and other vessel welds, in lieu of
Article 4 Section V. The proposed
revision allows for the use of Appendix VIII qualified procedures without the
need for relief, and without the need for examinations from the flange face
or seal surface. Out for letter ballot
at Standards Committee. Inquiry Session Note:
To expedite the Code Inquiry process, all inquiries must be received
by the ASME office ( The following Requirement Inquire was approved. 1. Q. Is it a requirement of IWA-5250(a)(2), to perform a VT-3 visual examination on bolting that is being discarded? Reply. YES The following Intent Inquiries was approved by SCXI. (Note 1: Intent Inquires require approval of SCXI members, and need accompanying code change. Note 2: Occasionally, Requirement Inquires goes to SCXI because the inquiry did not get a unanimous vote at Inquiry Session.). 1. Q. Is it the intent of Examination Category B-G-1, Item No. B6.50, that reactor vessel bushings be examined when the head to flange connection is disassembled, and the studs remain in place? Reply. NO 2. Q. Is it the intent of IWA-4600(b)(2), that the requirements of IWA-4610 (which includes 350 F preheat) apply when Butter Bead welding rules of IWA-4650 are used to weld Class MC vessels or Class CC metallic liners? Reply. NO. Clarification appears in the 2004 Edition. 3. Q. Is it the intent that when an inservice examination of a component support reveals conditions described in IWF-3410(a) or -3410(a), and the component support has been analyzed and/or tested to substantiate its integrity for its intended service, and has been found to be acceptable, that additional support examinations be required by IWF-2430 or -2430 or successive examinations be required by IWF-2420(b) or -2420(b) when an Owner chooses to perform corrective measures for the purpose of restoring the support to its original design condition?
